Managing Authority (MA)

The Med Programme's Member States have designed as Managing Authority the Provence Alpes Côte d'Azur Region (France). The Managing Authority is responsible for managing and implementing the operational programme. In particular, it signs the subsidy contracts with the Lead partners.

The Joint Technical Secretariat (JTS)

The Joint Technical Secretariat is a transnational team assisting the Managing Authority, the Monitoring Committee and the Audit Authority in implementing the programme. It receives the projects applications and instructs them.

National bodies in the Member States and National Contact Points (NCP)

Within each Member State, the Med programme is taken in charge through two specific functions:

  • A regulatory function related to the responsibility of each Member State as regards control and control on reality of expenses
  • A function of animation of the implementation of the programme on national territory and a contribution to the general animation of the program in relation with the MA and the JTS to which they entrusted management (NCP)

Each Member State freely organises its national body.


Liaison Office in Valencia

This office is in charge of the coordination between the Med and ENPI CBC Mediterranean programmes.

Liaison Office in Thessaloniki

This office is in charge of a coordination and capitalisation work with partnerships and programmes of IPA countries with the Med programme.

Certifying Authority (CA)

The Certifying Authority is: Caisse des dépôts et consignations (CDC).
This Authority certifies statements of expenditure and applications for payment before they are sent to the Commission; it receives payments made by the Commission and, generally, pays the Lead partner.

Audit Authority (AA)

The Audit Authority is: Commission interministérielle de coordination des contrôles (CICC), assisted by a group of independent auditors.
Functionally independent of the Managing Authority and the Certifying Authority, it is responsible for verifying the effective functioning of the management and control system.

Monitoring Committee (MC)

The Monitoring Committee is composed of the Member States and the Managing Authority, Certifying Authority, Audit Authority, representatives of the Liaison Offices as well as social and economic partners. Each participating country is awarded a vote.

The Monitoring Committee is responsible for the efiicient and qualitative implementation of the Operational Programme. It decides on the calls for project proposals and designates a specific Selection Committee that selects the projects.
