Pourquoi un Bureau de liaison MED/IAP ?

Sur la partie est du bassin Méditerranéen, l’aire Méditerranéenne vient à « l’encontre » de la péninsule des Balkans. La coopération territoriale est très active ici et un certain nombre de programmes de coopération sont opérant dans la région. Une partie de ce domaine, les pays IAP des Balkans occidentaux souhaitent coopérer.
Les éléments suivants constituent la définition des deux principaux objectifs du Bureau de liaison de Thessalonique du Programme MED :

  • Faciliter la capitalisation et la coordination entre le programme MED et d'autres programmes de coopération transnationale de la région.
  • Faciliter la participation des pays IAP (Albanie, Bosnie-Herzégovine, Croatie, Monténégro) au programme MED.

The benefits of joining MED projects for IPA partners

Why is it beneficial for IPA partners to join the MED Programme projects? This is a question which interests all newcomer organizations from the MED IPA zone. However this is also a question which is easy to answer. First of all the MED Programme follows the so-called Integrated Management of IPA funds, this means that there is a joint envelope of IPA budget for Albania, Bosnia and Herzegovina, Croatia and Montenegro. Like this the available funding is much more than before. Secondly the MED Programme provides advanced payment for IPA partners at the beginning of the project implementation up to 10% of its budget to help in overcoming liquidity problems. At last but not least the Thessaloniki Liaison Office is at the services of IPA partners to identify and join the most suitable project proposals.

 

 

Summary on past IPA info days

With the Information Session in Tuzla, Bosnia and Herzegovina –held on the 27th of March- the awareness raising campaign of the Liaison Office regarding the running targeted call for proposals has been completed. The Transnational IPA seminar (Podgorica) and the three National Information Days (Zagreb, Tirana and Tuzla) were attended by more than 200 (!) participants. This is a sign of a great interest towards the MED Programme from the side of the IPA partners. However the level of experience is different by country to country IPA partners can represent a significant added value for the MED project partnerships. The interested partners are covering a wide range of organizations from Ministries and National Authorities till the Regional Development Agencies and NGOs. Like this IPA partners can contribute to the wide dissemination of the project results, the harmonization of policies and to the implementation of pilot actions and many more project activities. The Thessaloniki Liaison Office has created an IPA partner database which includes 236 interested organizations from Albania, Bosnia and Herzegovina, Croatia and Montenegro. The database is available here. Let’s hope to welcome many new IPA partners in the approved projects!
