a targeted call for classical projects on specific transport issues (more precisely: projects aiming at strengthening Mediterranean port activities and at improving accessibility) was closed recently, the evaluation of the project proposals is ongoing. Moreover, new strategic projects in this field were approved in January 2012 and are about to start.
In the meanwhile, first transport projects are coming to an end, organise final conferences and other activities to disseminate their final project results. These results will be taken into account by the new strategic and targeted projects in order to maximise capitalisation potentials and transferibility.
At this stage, we would like to provide you with focused information on Transports: Find out what is ongoing in the MED project world, about starting and closing projects and their activities. To let you look at the wider picture, we also integrated transport related updates within other programmes in the Mediterranean.
Updates on the latest MED targeted calls
Some weeks ago, the MED Programme received applications for two targeted calls for project proposals, both having closed the application phase in April 2012:
The targeted call on Innovation/Energy...
... was opened from 10th February until 17th April 2012 for projects aiming to to better identify and strengthen innovation capacities of Mediterranean SMEs and support the implementation of innovative solutions for renewable energy and energy efficiency in Mediterranean cities. The indicative ERDF allocation for this call is 15 million Euros.
In total, 94 applications were received:
- Objective 1.1: 34 applications
- Objective 1.2: 12 applications
- Objective 2.2: 47 applications
Almost 900 partners got involved in this targeted call and it has been noted with great satisfaction that among these potential partners a high amount of IPA partners were involved.
The targeted call on Transport
...was opened from 27th February until 27th April 2012. The call was targeted towards project proposals within priority axis 3, objective 3.1 and focused on the strengthening of Mediterranean port activities and the improvement of EU accessibility. The indicative ERDF allocation for this call in objective 3.1 of the operational programme is maximum 16,9M€ Euros. The final allocation is subject to a further decision of the programme Monitoring Committee, and might be lower.
In total, 22 applications were received involving almost 200 partners.
The evaluation for both calls is now ongoing. We will keep you updated about the timeschedule.

In February and March 2012, several MED applicants' seminars on national and transnational level were carried out aiming to inform potential partners about the targeted calls' expected contents and procedures.

How to successfully communicate about projects?
In April 2012, a joint Communication Training for project partners was organised by the Programmes MED and Alpine Space.
The participants actively exchanged in practical learning and working sessions on communication plan development and results communication strategies as well as on specific channels such as the press and social media.
In the framework of the Communication Training, a useful implementation guide, the Communication Handbook was published. The Handbook is composed of various factsheets on aspects in three main categories:
- analysis and strategies - the pillars for each communication plan, including stakeholder analysis, monitoring and evaluation tools, message development etc.
- concrete tools and tactics - information on what to take into consideration when planning and implementing specific activities such as events, websites, brochures, press releases etc.
- skills - input to improve presentation and writing skills
Please note: At the moment the Handbook is about to be updated with input from the past training. Also in future, this Handbook will be further updated. Project partners are warmly welcomed to feed back: what information would you like to be treated, what examples could you offer to be integrated?

MED Programme event 2012 in Cyprus
The Presidency of the Council of the European Union rotates between the member states of the EU every six months. During the second half of 2012 Cyprus will take over the Presidency.

We are happy to announce that the this year's MED Programme event will be held under the auspice of the Presidency of the EU Council 2012.
The event aims to present results not only of ETC MED projects, but also other programmes in the Mediterranean area and reflect how to best develop synergies between their approaches to jointly address future challenges and pull in the same direction for smart, sustainable and inclusive growth in the Mediterranean area. The event will take place on 24th and 25th of October 2012. The first day will have a political and strategic focus, while the second day will focus on thematic exchanges and networking activities to be carried out in various Cypriote areas.

Recently approved projects
Four new projects have recently been approved and start(ed) their project implementation:
MEDESS-4MS was approved in October 2011 the framework of the first call for strategic projects on axis 2, objective 2.3 that was re-opened in April 2011. It focus on maritime risks prevention and strengthening of maritime safety.
Within the second call for strategic projects on priority axis 3, objective 3.1 and objective 3.2 dealing with the improvement of maritime accessibility and of transit capacities through multimodality and intermodality and the support to the use of information technologies for a better accessibility and territorial cooperation, 3 projects were approved in January 2012: MEDNET and FUTURMED dealing with objective 3.1 and HOMER dealing with objective 3.2.
New strategic project MEDNET: Interview with Mr. Drazen Zgaljic, Croatian project partner
The Intermodal Transport Cluster in the Rijeka Region in Croatia is an very innovative and thus important organisation for Croatia. The Cluster is participating to the newly approved MEDNET project (see artilce above). Our Liaison Officer in Thessaloniki interviewed Mr. Zgaljic, the director of the Cluster in order to find out about intermodality in Croatia and the expected impacts of the MEDNET project in view of a participating IPA partner.
Mr. Zgaljic could you tell us about the cluster and its main activities?
Intermodal Transport Cluster is a public non-profit association established in 2005 on initiative of the Croatian Ministry of Maritime Affairs, Transport and Infrastructure. We are independent subject focused on promotion and development of intermodal transport in Croatia. Our main activities are promotion of intermodal transportation in Croatia and the region, R&D projects and implementation of IT logistic systems in entire Croatian intermodal transport system.
Do you think that intermodality is important for Croatia? And for what reasons?
Intermodality is certainly an important aspect of Croatian transport system that should be given more attention to because Croatia as a Central European, Adriatic country that includes also Danube region carries a great potential in intermodal transport. Road transport should be replaced with environmentally more acceptable intermodal transport where the road is used only for the shortest routes while railway and water transport are used for long distance transportation.
Which role could Croatia as state play in the MED area?
Croatia is soon going to become a full member of the EU. The date of accession is 01 July 2013. However, even now many activities and systems function as Croatia is already an EU member. This is the result of the accession negotiations and many changes that appeared in the past several years. We may also notice that Croatia is a leader among IPA countries when it comes to the cooperation on the level of the whole Europe including MED region.
Does the Cluster influence the policy making on accessibility in Croatia? How could this experience on influencing policies be transferred to other parts in the cooperation area?
Cluster is an association of all relevant subjects in the transport field in Croatia. Extremely important to our members is the policy aspect, thus our activities are oriented in that direction. However, our primary goal is research and development. In any case, many projects result in policy recommendations that we afterwards try to implement on the national or EU level.
How did you meet the MEDNET project? Why did you decide to become involved in a transnational ETC project ?
We are partners of another important project, Adriatic MoS co-financed by the IPA Adriatic CBC Programme, which develops the MoS for the Adriatic area. We have recognized problems in the smooth transport of goods through the ports. Hence, we decided to participate (together with other partners from EU Mediterranean member states) in the MEDNET proposal about facilitating the port operations and customs procedures. By examining the best practices in other ports, we could assist the Croatian ports in improving their operations.
What are your activities within this strategic project?
KIP is involved in all activities of the project. However, the most important is the pilot actions in the two Croatian ports and the inclusion of Croatian ports in the envisaged Observatory for port operations. Consequently, there is a value added for Croatia with the participation in the MEDNET project, since it will provide a knowledge data base for our ports, if they wish to improve their operations. In addition, it consolidates the roe of Croatia as a valuable EU partner.
How do you think that MEDNET and ETC Programmes/projects could contribute to the policy development and to the EU Integration process of Croatia?
They will contribute greatly, since we are gaining knowledge of how things are developing in the EU, how and at which degree the EU legislation is applied. On the other hand, we will understand how they contact business, research, which are the new developments and innovative areas. All these will assist Croatia in integrating faster with positive impacts for our country.

Sustainable mobility in the MED area: What is ongoing in the CYCLO project?
The project CYCLO aims to contribute to the creation of sustainable mobility in small and medium towns and cities of the MED area through the realisation of experimental actions implying a stronger use of the bicycle.
In the current phase, the CYCLO partners are implementing concrete pilot actions on local level, such as:
- renewing signposting of local cycling paths,
- imroving safety of roads and cycling intersections,
- improving the cities' cycling networks and bike sharing services,
- improving cities' recognition as a place to visit by bike.
At the same time, the partners are working on awareness raising, both on political level (gaining the commitment of the relevant politicians) and with the citizens by organising city bike tours, road safety lessons, bike lessons for children and many other public events.
In March 2012 the CYCLO partners met in Kamnik, Slovenia to find out about best practices from other European cities and to exchange on the state of the art of the cycling masterplan, the pilot actions to improve the use of cycling services and structures and the awareness raising events they are organizing to spread a cycling-friendly attitude among citizens and tourists. The partnership is also networking with other projects, such as the ELAN project, co-financed by the EU CIVITAS programme (cleaner and better transport in cities).

Publication on safety of chemicals’ transport in the Mediterranean
“Tying safely” is the first and brandnew publication of the project LOSAMEDCHEM which aims to improve the logistics and the safety of transports of chemicals in the Mediterranean area.
With this publication, ther partnership intends to offer concrete recommendations on “how the logistics and the safety of the transports of chemicals could be improved in the Mediterranean area”. To achieve this, “Tying safely” compiles identified best practices and results of SWOT analysis providing a thorough examination of the current situation of the chemical industry and chemical logistics in each partner’s region.
Each partner provided SWOT analysis following standardized models. All these information are gathered in the present publication. Each of the presented studies includes a short overview of the partner’s region, of the local chemical industry and of the logistics and transportation infrastructure, accompanied by the most significant traffic data.
In particular, the regional SWOT analysis, including the results of the expert interviews and workshops, provides some details of emerged needs and measures required for future actions and improvements.

Short news - transport projects
MEDPAN NORTH at Forum of Marine Protected Areas in Turkey
The project will organise its final conference in the framework of the 2012 FORUM OF MARINE PROTECTED AREAS IN THE MEDITERRANEAN taking place from 25-28 November 2012. It aims to enable a constructive dialogue between decision-makers, MPA managers, scientists, and socio-economic actors to adopt a common 2020 roadmap and address the challenges of Mediterranean MPAs. TOSCA: Circulation and dispersion experiments
As part of TOSCA activities and in order to assess the performance of the observation and prediction system developed by the project, circulation and dispersion experiments will be carried out in five selected coastal areas of the Mediterranean sea. Two experiments took place in the Toulon test site in December 2011 and in the Gulf of Trieste in April 2012 where about 20 to 30 drifters were deployed. APICE's analyses updates
On its website, the project APICE published a set of results regarding various analyses carried out in the pilot areas (e.g. on socio-economic trends, local emission inventory, air monitoring campaigns). Find more here.
MEDESS 4MS kicking off...
The strategic MEDESS 4MS project (see also description above) started its implementation with the kick off meeting in Cyprus in February 2012 and a second meeting in Barcelona in May 2012.
The project partners actively exchange and develop networks with thematically relevant projects in other European areas, e.g. with the porject BRISK from the Baltic Sea Programme and the project Be-AWARE part of the BONN AGREEMENT initiative in the North Sea. Running MED transport projects
Finalisation of the TERCONMED project
Since the early 90ies, EU institutions have stressed the need of promoting the development of the maritime transport Short Sea Shipping (SSS) as alternative and complementary solution to land transport in order to reduce the increasing congestion of road infrastructure. Increasing SSS is considered as essential to reach the EU targets on sustainable development witin the EU 2020 strategy.
However, this concept must be developed in terms of intermodality. The aim is not to compare ground transportation with maritime transportation, but to support cooperation between enterprises from these two modes of transport, in order to create the possibility of a real competition between multimodal transport chains.
14% of the total SSS traffic passing the Mediterranean appears in Spain, in Italy it makes even 38%. Indeed, the Mediterranean arc has the greatest potential of goods transport by using SSS.
The SSS has been encouraged by EU institutions for a long time in order to decrease the traffic saturation on European roads. But although the SSS is supported by the European Commission, there are still some issues that need some polish.
The TERCONMED project, (“Container terminals as a key element in the Mediterranean short sea shipping“) led by FEPORTS since May 2009, is part of the first round of approved MED projects. During the 3 years of implementation, the activities were focused on analyzing the current situation of the container’s terminals and of the SSS in the Mediterranean (obstacles to its development, advantages and inconvenient, etc...). Thus the project provided new perspectives and solutions regarding the main obstacles concerning the development of the SSS in the Mediterranean basin.
At the end of the project, the Conference on the short distance maritime transport and the International colloquium of the institute of the maritime transport of Marseille “sea, land, air…towards the A-modality” have been jointly organized with the IMTM in Valencia in April 2012.
During the conference technical, legal and economic aspects of the SSS as well as the modality in the maritime transport field were tackled and discussed by the partners of the project and external experts and institutions. Moreover the partners presented the project results, especially the Container Ports Terminal database, which includes all the analyses and studies carried out during the project life:
- The current situation of the containers in the Mediterranean sea
- The identification of the Short Sea Shipping lines in the Mediterranean.

Parenzana 2 - a CBC Slovenia-Croatia project
Transport is also an important aspect in the crossborder context. As one of the crossborder programmes between EU Member States and IPA countries the CBC Programme Slovenia-Croatia provides a very good exemple: the project called Parenzana 2. It aims to restore two railway sections, namely the sections from Vižinada to Poreč and from Lama to Dekani. This restoration brings also the development of bike roads, the fostering of tourism in the region and at last but not least the preservation of the cultural heritage. Transport projects in the IT-FR MARITIME CBC Programme
Transport is also a major theme in the European Territorial Cooperation crossborder Programme Italy/France MARITIME 2007-2013. The regions Tuscany, Liguria, Sardinia and Corsica involved in the cooperation are dealing with certain physical obstacles and develop projects overcoming them by creating sustainable transport solutions in line with the territorial situation and needs (Axis I: Accessibility and communication networks). Transport issues within the MARITIME programme are about accessibility of/in remote and island areas, mobility of people and goods traffic. The main transport issues tackled by MARITIME projects are maritime connections/services and local transport solutions.
The project In.Port.O aims to better connect martimie territories through the active cooperation of its partners, the Transportation Agency of Corsica, the City of Porto Torres and the Province of Sassari. These partners realized an additional sea connection between Corsica (Propriano) and Sardinia (Porto Torres) inaugurated in May 2011 and to develop a set of user services improving Intermodal Transportation (such as 'Fly & Ferry': connections between ports, railway stations and airports).
The project No. Far Access follows the objective to improve mobility of disadvantaged groups such as elderly and disabled people. Across the whole eligible area, the project has developed a number of local public bus services. A very succesful exemple is a bus service based on a reservation system connecting various urban centers in the rural area of Garfagnana (Tuscany).
But that's not all... Also martimie transport safety and traffic control are essential issues envisaged by the MARTIME crossborder projects. In January 2012 the Programme approved two projects aiming to ensure passengers' safety in shipping ('SIC') and to reduce the risk associated with the transport of dangerous goods ('LOSE').
After the tragedy of the 'Costa Concordia', the Programme also organised an international seminar on security and development of Maritime Transports in April 2012 on Giglio Island together with the Tuscany Region and the Conference of Peripheral Maritime Regions.

ENPI CBC MED project partner Pablo Palomo (FEPORTS)

“The ENPI CBC MED programme gives a wonderful opportunity to work with our Mediterranean neighbours, in the case of our projects we are working with Lebanese and Jordanian partners”.
Our Liaison Officer in Valencia interviewed Mr. Pablo Palomo from FEPORTS, an active partner in maritime transport issues of the MED Programme and partner of the CUSTOM MED project. This is an ENPI CBC MED project, which aims to improve the goods circulation between the Middle East and the EU by networking and adopting shared procedures and technologies, trying to ease custom problems between EU and non EU ports, is about to start its activities in the transport sector, with the kick-off meeting next June in Aqaba, under the leadership of the University of Genoa. The partnership also involves the Lebanese Customs Public Administration, Piraeus Port Authority, Alicante Port Authority and Aqaba Development Corporation.
Mr. Palomo, FEPORTS has been a very active institution in the ENPI CBC MED and the ETC MED Programme. What differences between the programmes do you mainly see in project's view?
Dealing with non EU Mediterranean ports is different, as the custom policy is not harmonised, so there is a lot to do. The project fosters the analysis of the different environments involved and promotes the development of tools to create a way to integration, in cooperation with the Lebanese Custom Administration and the Aqaba Port. Some of the administrative procedures could be simplified without any prejudice of security measures. Some European improvements could also be implemented in Mediterranean trade. The project wants to be a step in the way to Euro-Mediterranean free trade zone.
The 3rd country partners of the CUSTOM MED project are Lebanon and Jordanian. As Spanish partner, do you miss partners from your natural neighbours, as Argelia and Morocco?
Well, certainly there is an historical and very good collaboration with these countries but from the point of view of the project, this was not a problem, as the same kind of problems are tackled. We hope that in the future negotiations the cooperation with more Mediterranean countries in the ENPI CBC MED framework will be possible.

Updates from the ENPI CBC MED Programme
Since the beginning of 2012 the ENPI CBC MED Programme has been very active launching different strategic and standard calls. In the case of the first, it launched its full application form procedure for 50 projects and a second standard one. Both with great success of participation: while the strategic call had around 300 proposals, over a 1000 proposals applied for ENPI 2nd classic call.
After summer 2012, the strategic call focused on important topics for the Mediterranean Sea Basin: Tourism, agro industry, solar energy, water management , waste management, IMCZ.
Going back to the second and last call for standard projects, our colleagues from ENPI CBC MED Programme are now assessing 1096 proposals. They have noticed that in particular, “Prevention and reduction of risk factors for the environment and enhancement of natural common heritage” gathered the highest number of proposals. Moreover, topics related to cultural dialogue, artistic creativity and support to local governance proved to be highly relevant with 43% of the proposals concern this priority.Considering the participation of applicants and partners in this call, 42% of the participants are coming from Mediterranean Partner Countries while 55,8% are from the EU Mediterranean area.
With this good news, we can state that collaboration between Northern and Southern Mediterranean neighbours day by day is becoming more real.

MED LAB GROUP on transport and accessibility
MED LAB GROUP meeting in Marseilles
Last 18th of April, the MED Programme participated to the Mediterranean Lab Group meeting in Marseilles, this time focused on transport and accessibility. Over 20 attendees from different European Territorial Cooperation programmes (e.g. Poctefex, France-Italy Maritime), National Contact Points and public and private stakeholders got together to discuss how European Territorial Cooperation contributes to a better mobility in the Mediterranean area, to exchange on projects’ outputs and their capitalisation potential, and to find out how to best cluster and improve the quality of their outputs at a cross-programme level.
The discussion was built on previous research carried out by the Med Lab Group, analysing in first instance 36 projects from twelve ETC programmes operating in the Mediterranean area. This allowed them to further concentrate on 10 projects, based on their results and/or their strategic nature.
The participants gave some hints for the next programming period, in particular on how ETC could approach efficiently and realistically transport and accessibility issues. For more information on the event, please click here:
The Mediterranean Lab Group is a platform for thematic discussion open and available to European Territorial Cooperation stakeholders operating in the area of the Mediterranean Sea Basin.
