Why a Liaison Office MED/ENPI?
The MED transnational cooperation programme has a partially overlapping geographical coverage with the Mediterranean Sea Basin Neighbourhood Programme (ENPI CBC MED), in this case, as is stated on the EU regulations, both programmes need to be closely coordinated, in order to develop synergies and maximise their respective contribution. Such task is being carried out by the Liaison Office MED/ENPI CBC MED, located in Valencia, following three main objectives:
- To inform and guide potential beneficiaries on the particularities and differences between the MED and ENPI CBC MED Programme;
- To promote exchange of experiences between the beneficiaries of MED and ENPI CBC MED areas;
- To encourage and facilitate capitalisation of best practices and results achieved by the two programmes MED and ENPI CBC MED.

Congratulations to ENPI CBC MED! 1st call projects are starting up!

The 1st call approved projects of ENPI CBC MED are signing their agreement with ENPI CBC MED Managing Authority. To assure a good start up , the JMA and JTS, are holding a first training seminar dedicated to these Beneficiaries, in Rome.
ENPI CBC MED open calls
The ENPI CBC MED will have 3 calls
- The first call for standard projects was launched in May 2009 and closed in October 2009. Around 600 proposals were received.
- The call for strategic projects is focusing on six topics. The first stage - submission for Concept Notes - is closed since 14th July.
- A second and last call for standard was launched in December 2011. It concerned the 4 Programme Priorities with an indicative amount of 38 M€.

Update on the call for strategic projects: more than 300 proposals submitted
The ENPI CBC Med call for strategic projects attracted so far 302 applications, involving around 3000 Euro-Mediterranean actors, an average of 10 organisations per project.
The value of the proposals submitted is close to € 1,18 billion and a total amount of € 1 billion ENPI contribution was requested. This is more than 16 times the budget available of the call, which is € 62,4 million.
About the partnership, most of the partners (43%) are coming from Mediterranean Partner Countries while Italy, Spain and Greece are the most active Applicants (LP).
In terms of priorities: Priority 1 (“Promotion of socio-economic development and enhancement of territories”) attracted 60% of projects, the remaining 40% focusing on Priority 2 (“Promotion of environmental sustainability at the basin level”). Agro-food industry and sustainable tourism are the most “popular” topics in this call.
The administrative check of the Concept Notes is ongoing. The next step of the selection process is set at the end of November in Malta when the Joint Monitoring Committee, will take the final decision regarding the Concept Notes invited to present a Full Application Form. Mid-December, is the deadline for the Joint Managing Authority to inform all the Applicants about the results (administrative check and qualitative assessment as the case may be) of this first selection process step of the call for strategic projects.

Possibilities for Mediterranean countries to participate to the ETC MED strategic calls
Along the last events, the ETC MED Programme has been encouraging the participation of non EU Countries in their Strategic call, in the case this meant an added value for the project. In this sense, if you are a EU MED Lead partner in the ETC MED Strategic call and think your project will improve and makes a difference with a partner from a Southern or Eastern Mediterranean country, do not hesitate in contacting with the Liaison Office MED_ENPI CBC MED in Valencia: acitores_mer@gva.es
