Managing Authority (MA)

The Managing Authority is responsible for managing and implementing the operational programme. In particular, it signs the subsidy contracts with the Lead partners.

Joint Technical Secretariat (JTS)

The JTS assists the Managing Authority, the Monitoring Committee and the Audit Authority in implementing the programme. It receives the projects applications and instructs them. The JTS works closely together with the liason offices.

Liaison Offices

The Liaison Officie in Valencia coordinates between the programme MED and the ENPI CBC Mediterranean Sea Basin Programme .

The Liaison Office in Thessaloniki is in charge of a coordination and capitalisation work with partnerships and programmes of IPA countries with the MED programme.

National Contact Points (NCP)

The Med National Contact Points are responsible for the animation of the programme implementation on national territory.

Certifying Authority (CA)

The Certifying Authority (CA)is represented by the 'Caisse des dépôts et consignations (CDC)'.
This Authority certifies statements of expenditure and applications for payment before they are sent to the Commission; it receives payments made by the Commission and, generally, pays the Lead partner.

Audit Authority 

The Audit Authority is represented by the "Commission interministérielle de coordination des contrôles (CICC)", assisted by a group of independent auditors.
